Em coletiva de imprensa na manhã desta terça-feira, 27, a Administração Municipal de Forquilhinha se manifestou a respeito da operação maktub, deflagrada pela Polícia Civil após investigação que apontou irregularidades em três Concorrências Públicas – com mesmo objeto – realizadas pela Prefeitura. As licitações visavam a contratação de empresa especializada para a fabricação e instalação de estrutura metálica para a cobertura do ginásio anexo à Escola do Bairro Santa Líbera.
“Do fato em si, quero me solidarizar e dizer que eu acredito na capacidade, competência e honestidade da nossa comissão de licitação. O Governo está tranquilo, todos os nossos processos ocorrem com a maior lisura possível. Quero isentar a comissão licitatória de Forquilhinha, porque acredito na idoneidade dessas pessoas. Se houve algum problema, foi com os empreiteiros, não tem nada a ver com o Município de Forquilhinha”, afirmou o prefeito José Cláudio Gonçalves, o Neguinho.
Conforme o gestor, a ordem de serviço para a construção do ginásio no Loteamento Jardim Eldorado, Bairro Santa Líbera, foi assinada em 16 de dezembro de 2021. “No dia 10 de janeiro de 2022 eu peguei férias e assumiu no meu lugar o vice-prefeito, que decidiu mudar o local do ginásio, proporcionando um aterro de valores altíssimos. Fui contra, liguei e pedi várias vezes para que não houvesse a mudança”, argumentou.
Segundo o prefeito, a alteração de lugar e necessidade de aterro atrasou a obra em seis meses, o que gerou custos em função da oscilação do preço dos materiais de construção em período de pandemia e a necessidade de um número elevado de aditivos, chegando ao limite do permitido por lei.
A COBERTURA METÁLICA
Em relação à licitação envolvendo a cobertura metálica do ginásio – alvo da investigação – a situação teria se iniciado por conta de uma falha no projeto inicial, após a Administração Municipal ter sido procurada pela empresa executora.
“O projeto previa 37 toneladas de estrutura metálica e, segundo a avaliação da engenharia da empresa executora, ela não suportaria a estrutura do ginásio. Notificamos a empresa que elaborou o projeto, para que ela se posicionasse sobre o questionamento. Ela reanalisou e concordou que houve uma falha no projeto inicial e que a estrutura metálica precisaria chegar a 62 ou 63 toneladas para que pudesse suportar a necessidade. Como a diferença de toneladas era muito alta, o objeto inicial não suportaria o adivito em conformidade com a lei. Assim, nós tomamos a decisão de elaborar um novo processo licitatório, que é então o objeto de investigação”, complementou o secretário de Administração e Financas de Forquilhinha, Ricardo Ximenes, durante a coletiva.
A OPERAÇÃO MAKTUB
A operação policial deflagrada na manhã desta terça cumpriu dez mandados de busca e apreensão e dois de prisão nas cidades de Forquilhinha, Araranguá, Meleiro, Turvo, Içara e Nova Veneza. O empresário investigado foi preso preventivamente e uma funcionária da empresa, detida temporariamente.
Além disso, quatro membros da comissão de licitação foram afastados das suas funções públicas e os contratos assinados com a empresa investigada foram suspensos.
